Himachal Pradesh High Court has taken a tough stance regarding the large-scale outsourced recruitments taking place in various departments, boards and corporations of the state government. The court clearly said that instead of filling regular posts through permanent recruitment process, appointments are being made through back door entry, which is a violation of the statutory rights and exploitation of the youth of the state.
Considering the matter as serious, the division bench of Chief Justice Gurmeet Singh Sandhawalia and Justice Bipin Chandra Negi has directed the Health Secretary and Principal Secretary (Finance) to personally appear in the court in the next hearing. The next hearing of the case has been scheduled for June 16.
Affidavit filed by Secretary of Finance Department
During the hearing, an affidavit was filed on behalf of Saurabh Jassal, Special Secretary, Finance Department, in which it was said that the data of outsourced employees is very large and it is not available centrally, hence it is taking time to collect the information.
However, the court expressed displeasure over this argument and indicated that the government is becoming more dependent on outsourced system instead of regular recruitment. The court commented that this is affecting the transparent recruitment process and deserving youth are not getting opportunities.

About 40,000 outsourced employees are employed in government departments, boards and corporations of Himachal Pradesh. Who are given salary ranging from 10 to 25 thousand. Of these, departments like education, water power, public works and electricity board have the highest number of employees.
Not only this, about 7 lakh youth are registered as unemployed in the employment offices in Himachal Pradesh. According to the Periodic Labor Force Survey (PLFS), the youth unemployment rate in the state has exceeded 29%.
Apart from this, every year about 60 thousand new youth are being added to this unemployment list. There are some unemployed people who do not even register their names in the employment offices, because the youth have lost hope due to not getting employment from the employment offices for the last few years. In such a situation, the unemployment figure in Himachal is close to one million.
