As the time for the results of Assembly elections 2026 in Assam approaches, the Jorhat district administration has completed all preparations for the counting of votes. District Deputy Commissioner (DC) Jai Shivani said that the counting of votes will start at 8:00 am on Monday (May 4, 2026). He assured that all necessary steps have been taken to conduct the counting process in a fair, peaceful and transparent manner.

He said that voting was completed peacefully in four assembly constituencies under Jorhat electoral district, namely 99-Teok, 100-Jorhat, 101-Mariani and 102-Titabor, earlier this month on April 9.

Two counting centers created for vote counting

DC Jai Shivani said that two centers have been earmarked for vote counting to be held on Monday (May 4, 2026). The first one is Jorhat Girls HS and MP School, where the votes cast at the polling booths of 99-Teok assembly constituency will be counted. While the second counting center is Jorhat Boys HS and MP School, where counting of votes will be done for 100-Jorhat, 101-Mariani and 102-Titabor assembly constituencies.

Deputy Commissioner Jai Shivani said that all necessary arrangements have been ensured at all the designated centers for counting of votes. In this

• Teok Assembly Constituency – 2 vote counting halls, 17 EVM tables, 4 postal ballot tables, total 15 rounds.
• Jorhat Assembly Constituency – One counting hall, 13 EVM tables, 3 postal ballot tables, total 14 rounds.
• Mariani Assembly Constituency – One counting hall, 14 EVM tables, 3 postal ballot tables, total 15 rounds.
• Titabor Assembly Constituency – 2 counting halls, 20 EVM tables, 3 postal ballot tables, total 13 rounds.

He said that after completion of each round of counting of votes, the results will be announced and made available to the media room.

What arrangements have been made from security point of view?

He further said that a three-tier security system has been implemented to conduct the counting of votes in a safe and orderly manner.

• First circle (100 meter perimeter): Guarded by District Police, this area will be declared pedestrian zone and no unauthorized vehicles will be allowed.
• Second cordon (entrance): Guarded by State Armed Police, where intensive searches will be conducted. Taking mobile, laptop, camera, matchbox, weapons and other prohibited items inside will be completely prohibited.
• Third circle (counting hall): Guarded by Central Armed Police Forces (CAPF), where additional checking will be done. During this period, only people having authorized identity card or pass will be allowed to enter.

What is a restraining order??

District Deputy Commissioner Jai Shivani said that on the day of counting of votes, Section 163 of BNSS 2023 will be applicable within 100 meters of the center from 6 am. In this, any kind of crowd or activity without permission will be prohibited. There will be a ban on photography and videography inside the vote counting hall, although authorized media personnel will be allowed to carry handheld cameras.

Transparency and monitoring

He said that 100 percent CCTV surveillance and videography of the entire vote counting process will be done. Only authorized counting agents will get entry. Every table will be monitored by micro-observers and observers appointed by the Election Commission. After counting of EVMs, matching of VVPAT slips will be done compulsorily.

For the media, a special media center has been set up inside the second security cordon, where there will be facilities of LED screen, internet and public address system. Apart from this, if we talk about other arrangements, medical team and ambulance have been arranged, fire brigade will be deployed and backup arrangements have also been made for electricity through DG set.

Question 1: What is the current number of Muslim MLAs in Assam and will it decrease in 2026?
answer: The last assembly elections in India’s north-eastern state of Assam were held in 2021, in which a total of 31 Muslim MLAs were elected. Of these, 16 were from Congress and 15 were from All India United Democratic Front i.e. AIUDF. This number had the power to overturn the election results, but after just 5 years the situation changed.

Now the number of Muslim MLAs is expected to reduce to 22 in the elections to be held on April 9, 2026, because delimitation took place in Assam in 2023. If we understand in simple words, the scope or boundaries of 126 seats were changed. This will cause huge loss of votes to Muslim candidates. According to the 2011 census, the Muslim population in Assam is 34%, but the representation was already low and is going to decrease further. That means there is no big Muslim leader in Assam.

Question 2: What is delimitation and what happened to it in Assam?
answer: Due to delimitation in Assam, 126 assembly seats remained the same, but their boundaries were changed. The biggest impact was on Muslim dominated areas. Earlier 35 seats were in Muslim majority, now it has reduced to about 20. Hindu majority areas were added to many Muslim majority areas, due to which the influence of Muslim votes got scattered.

• In Barpeta district, Muslim dominated 8 seats reduced to 6.
• The 15 seats of Barak Valley were reduced to 13.
• The seats of Goalpara West became reserved for ST, where earlier Muslim MLAs used to win.
• Muslim areas like Janiya, Baghbar and Chenga were merged with Hindu majority areas.
• Dhubri and Bilasipara, two Muslim dominated seats, were merged into one.

Experts are calling it ‘Gerrymandering’ (manipulation of seats). According to Al Jazeera’s report, Muslim votes were dispersed by combining 35 Muslim-dominated seats with Hindu-dominated areas. CPI(M) state secretary Suprakash Talukdar said, ‘Hindu areas were added to Muslim seats and Muslim voters were divided into Hindu-dominated areas.’

Question 3: What will be the effect of this change?
answer: Political expert Rashid Kidwai believes that the ‘political footprint’ of Muslim voters has reduced by about 30%. Earlier Muslims were decisive on 30-35 seats, now only on 20-22. Muslim representation was less than before, now it will decrease further. If Muslim MLAs are reduced to 22, their collective strength will further weaken.

For a long time, no strong, respected leader has emerged among the Muslims of Assam (especially those of Miyan or Bengali origin). AIUDF had leaders like Badruddin Ajmal till the 2024 Lok Sabha elections, but he lost his seat. Now there is neither any new face who can represent the entire community, nor are the parties supporting Muslim leaders.

Rashid Kidwai said, ‘There are 31 Muslim MLAs, but they are limited to their respective constituencies. No collective voice is raised on major issues like displacement, pushback and deletion of names from the voter list. Muslim MLAs of Congress also remain silent because they fear that speaking out will reduce votes. outcome? The Muslim community is stuck in ‘political no-man’s land’.

Question 4: What is BJP’s strategy and fear of Miyan Muslims?

Question 5: So will the Muslim MLAs be wiped out from Assam?
answer: No, the card of Muslim MLAs from Assam will not be clean at all. Rashid Kidwai says, ‘In the 2026 elections, the number of Muslim MLAs is likely to reduce from 31 to around 20-23 or at most it can be 22. There is no possibility of it being completely eliminated (zero).

Tribal people will be kept out of UCC: Shah

According to news agency PTI, while attacking Congress on tribal issues, Amit Shah said, ‘Congress never talked about tribal and tribal communities. Modi ji increased the budget of tribal society. Congress never made any tribal woman the President, but Modi changed it and Draupadi Murmu became the President of India. The Prime Minister and the Chief Minister of Assam have prepared a roadmap for the development of tribals. Vote for BJP to take it forward and implement it.

He said, ‘We will bring Uniform Civil Code (UCC) in Assam, now no one will be able to do quadruple marriage here. Congress scares tribals in the name of UCC, but today I make it clear that tribal communities and tribal areas will not come under the purview of UCC. Tribal people will be kept out of UCC. I know on whom UCC has to be imposed.

Before the assembly elections to be held in Assam, all political parties are trying their best to ensure their victory. Meanwhile, Leader of Opposition in Lok Sabha and Congress MP Rahul Gandhi addressed a huge election rally in Titabar assembly constituency of Assam on Thursday (April 2, 2026). Rahul Gandhi had come here to campaign in support of Congress candidate Pran Kurmi.

Titabar is considered a Congress stronghold, from where former Chief Minister Tarun Gogoi had led Assam for three consecutive terms by winning elections several times.

Rahul Gandhi said while addressing the public meeting

While addressing the gathering, Congress MP Rahul Gandhi made a scathing attack on Assam Chief Minister Himanta Biswa Sarma. He said that whatever has been snatched from the public will have to be returned and the Chief Minister will have to apologize for this. He said, ‘Whatever has been taken from the public, it will have to be returned. The Chief Minister will have to apologise, but mere apology will not suffice – we will take recourse to the law. Wherever he goes, near or far, he will be held accountable. No matter how much we shout or jump, we cannot escape the law.

Rahul Gandhi said while mentioning Bharat Jodo Yatra

Referring to the cultural heritage of Assam, Rahul Gandhi said that this land belongs to great personalities like Srimant Sankardev, Bhupen Hazarika, Jyoti Prasad Aggarwala and Zubin Garg, who always gave the message of love, unity and honesty. Referring to his journey Bharat Jodo Yatra, he said, ‘We talked about spreading love across the country. The people of Assam also believe in the same sentiment, but the Chief Minister here is far away from it and is only working to spread hatred.

Citing the example of Zubeen Garg, Rahul Gandhi said that he represents the true spirit of Assam. He said, ‘Any poor person who went to him would return with a smile. He always talked about unity and humanity.

Rahul targeted CM Himanta Biswa Sarma

Rahul Gandhi alleged that Himanta Biswa Sarma betrayed former Chief Minister Tarun Gogoi and the BJP government has failed to fulfill its previous promises. He termed the promise of giving Rs 500 to tea garden laborers (TGL) as completely false. Besides, the promises made to six communities were also described as incomplete.

He also alleged that the land of Assam has been given to a few selected industrialists and the decisions of the state government are being taken from Delhi. He also targeted Prime Minister Narendra Modi and said that the policies of Assam are being affected under the pressure of the Central Government.

At the end of the meeting, Rahul Gandhi said, ‘This election is a fight between the thinking of love and hatred. Support Congress and form a government of the poor and the common people.

What are the five main guarantees of the Congress Party?

During this, Congress MP Rahul Gandhi announced five major guarantees from the party. in which,

• 50 thousand rupees for direct financial assistance and self-employment for women
• Justice on issues related to Zubeen Garg within 100 days
• Land lease to 10 lakh people
• Rs 1,250 monthly assistance for senior citizens
• Free health insurance up to Rs 25 lakh for critical illnesses
