In his place, Rajiv Kumar has been given the charge of Superintendent. On Tuesday, a joint raid was conducted by the district administration and the prison inspectorate in Beur jail. During this period, gross irregularities were found. </span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">According to the letter issued by the Home Department (Prison), many serious allegations have been made against jailer Neeraj Kumar Jha. During the raid, it was revealed that mess was being operated illegally in almost all the wards inside the jail. Prisoners were found using heaters to cook their own food. </span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">Not only this, cases of selling goods to the prisoners in the canteen at a rate higher than the MRP, the prison administration purchasing goods from outside and providing them to the prisoners at a higher rate and not providing food to the prisoners as per the prescribed menu also came to light. </span></p>
<h3 style="text-align: justify;"><strong>Allegations of mental and physical abuse also</strong></h3>
<p style="text-align: justify;"><span style="font-weight: 400;">Neeraj Kumar Jha has also been accused of mental and physical exploitation of juvenile prisoners by keeping them in the high security cell along with older and notorious prisoners. The investigation team has also found evidence of this. The department has admitted that this is promoting malpractice. </span></p>

<p style="text-align: justify;"><span style="font-weight: 400;">In view of these allegations, action has been taken against Jail Superintendent Neeraj Kumar Jha. During suspension, as per rules, living allowance will be given from the attached prison. Under the immediate alternative arrangement in Adarsh ​​Central Jail, Beur, Patna, Rajeev Kumar, who is also Bihar Prison Service, Assistant Jail Inspector General, has been given the additional charge of Beur Jail Superintendent.</span></p>

The effect of this changing weather was seen in many districts of Maharashtra including Mumbai and Pune on Tuesday (June 23, 2026), where after hovering clouds since morning, there was heavy rain around noon. Due to this sudden rain, the weather of these places including Mumbai became pleasant and people got relief from the scorching heat.</p>

<p style="text-align: justify;">The department says that during the next 2-3 days, conditions are favorable for the advance of southwest monsoon into some parts of Gujarat, some more parts of Maharashtra and Chhattisgarh and some parts of Madhya Pradesh. During the next 3-4 days, there are chances of further advance of monsoon into remaining parts of Jharkhand and Bihar and some parts of Uttar Pradesh.</p>
<p style="text-align: justify;"><strong>Heavy rain likely from Central to Northeast India</strong></p>
<p style="text-align: justify;">The Indian Meteorological Department said that there is a possibility of heavy to very heavy rain (7-20 cm) over the West Coast, Northeast India and Sub-Himalayan West Bengal and Sikkim during this week. Apart from this, heat wave conditions are likely to prevail over eastern Uttar Pradesh during the next 4-5 days and over Vidarbha, south-eastern Madhya Pradesh and Bihar during the next two-three days.</p>

After the summer vacation from June 1 to June 20, the schools were scheduled to open from Monday (June 22) at their normal time i.e. from 9:30 am to 4 pm, but late last Sunday evening, keeping in mind the severity of the weather and the health of the children, the department changed this order and increased the school hours from 6:30 to 12:30 pm.</span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">In this regard, the Education Department (Secondary Education Office) has issued a new official office order on Monday (June 22). According to this new letter, due to the extreme heat in the state, the earlier orders have been partially amended. Till June 30, all primary, secondary and higher secondary schools across the state will operate under a special timetable from 06:30 am to 12:30 noon.</span></p>

Railways is bringing a new reservation system in August 2026 and the new IRCTC website is going to come by 15th July. This will improve the booking experience, reduce server crashes, but whether tickets will be available or not will be decided only when there are trains. In simple words, if there is no goods in a shop, then even if the shop remains open the whole day, the goods will not be available. IRCTC website is just a shop. <em><strong>The real problem is that there are less trains as per the population&#8230;</strong></em></p>
<p style="text-align: justify;"><strong>How will people of Bihar get tickets without trains?</strong></p>
<p style="text-align: justify;">The condition of passengers of Bihar is very bad. If you book tickets here even 1-2 months before the journey, there will be waiting room. Let&#8217;s take a look at some statistics:</p>
<ul>
<li style="text-align: justify;">The waiting list for trains going to Bihar during Holi 2026 was more than 200. The waiting time in Rajendra Nagar Tejas Express and Purva Express was more than 200.</li>
<li style="text-align: justify;">In the summer season 2026, the waiting list for long distance trains running from Siwan Junction has crossed 150. Trains like Vaishali Superfast, Amrapali Express, Bihar Sampark Kranti Express and Awadh Assam Express were fully loaded.</li>
<li style="text-align: justify;">The waiting list in New Delhi-Prayagraj Vande Bharat had reached more than 260.</li>
<li style="text-align: justify;">During the wedding season, the waiting list on Jharkhand-Bihar route was also beyond 100.</li>
</ul>
<p style="text-align: justify;"><strong>How many passengers are left without tickets?</strong></p>
<p style="text-align: justify;">This is not just a problem of Bihar but of the entire country. According to IRCTC, there are 13,500 passenger trains for the country&#8217;s 145 crore population. That means on an average there are 0.93 trains for every 1 lakh people or approximately 1 train for every 1.07 lakh people.</p>
<p style="text-align: justify;">In the financial year 2025-26, 3.39 crore passengers could not travel due to waiting tickets not being confirmed. This means that every day about 92,877 passengers could not catch their train. Every hour 3,870, every minute 64 and every second not more than one passenger gets a ticket. In the last five years this figure has increased from 1.65 crore to 3.39 crore.</p>
<p style="text-align: justify;">Sleeper class passengers are in the most trouble. Last year, tickets of about 1.68 crore passengers were cancelled. These are the same people who are most dependent on trains, like migrant labourers, students and poor families.</p>
<p style="text-align: justify;"><strong>How many trains does Bihar need and how many have it received?</strong></p>
<p style="text-align: justify;">According to IRCTC, Bihar has been allotted very less trains compared to its capacity:</p>
<ul>
<li style="text-align: justify;">The population of Bihar is about 13 crores. Considering such a large population, the number of trains is very less.</li>
<li style="text-align: justify;">Every year more than 4 crore people migrate from Bihar to other states for work. But despite such large-scale migration, there are not enough trains.</li>
<li style="text-align: justify;">Only 10 new trains have been received on the Delhi-Patna route in the last 20 years. This means that in two decades, two governments have come and gone, but only 10 trains have been added on this very busy route.</li>
</ul>
<p style="text-align: justify;"><strong>How many trains has Bihar received?</strong></p>
<p style="text-align: justify;">According to railway data:</p>
<ul>
<li style="text-align: justify;">In the financial years 2023-24 and 2024-25 (till October 2024), 30 pairs of trains originating or terminating from Bihar were started. These include 9 pairs of Vande Bharat and 1 pair of Amrit Bharat.</li>
<li style="text-align: justify;">15 pairs of trains were expanded and the frequency of 2 pairs of trains was increased.</li>
<li style="text-align: justify;">In 2024, 13,523 special train trips were run during Holi and summer holidays.</li>
<li style="text-align: justify;">During Durga Puja, Diwali and Chhath, 7,990 special train trips were run, in which about 1.8 crore passengers traveled.</li>
<li style="text-align: justify;">In the last 5 years (2021-22 to 2025-26), 75 pairs of trains were started for the stations of Bihar.</li>
<li style="text-align: justify;">Amrit Bharat Express has 30 services across the country, out of which 26 run in Bihar.</li>
<li style="text-align: justify;">Already 14 Vande Bharat and 21 Amrit Bharat trains are running in Bihar.</li>
</ul>
<p style="text-align: justify;"><strong>But is this enough?</strong></p>
<p style="text-align: justify;">no way. In front of such a large population and such a huge migration, these trains are like a drop:</p>
<ul>
<li style="text-align: justify;">During Holi 2026, the waiting list even on special trains was more than 100.</li>
<li style="text-align: justify;">During Chhath Puja, political leaders also raised the issue of shortage of trains.</li>
<li style="text-align: justify;">Due to shortage of trains during Bihar Police recruitment examination, violence also took place at Patliputra station. The candidates pelted stones and blocked the tracks.</li>
</ul>
<p style="text-align: justify;"><strong>According to the shortest journey in the country, less trains in big states</strong></p>
<p style="text-align: justify;">This is not just the problem of Bihar. The density of railways in India is very unbalanced:</p>
<ul>
<li style="text-align: justify;">There are 42.45 km railway lines per 1 lakh population in Gujarat.</li>
<li style="text-align: justify;">There are only 8.22 km of railway lines per 1 lakh population in Karnataka.</li>
<li style="text-align: justify;">In densely populated states like Bihar, this figure may be even lower.</li>
</ul>
<p style="text-align: justify;">Indian Railways runs about 25,000 trains daily, which includes 13,000 passenger trains. Railways carried 741 crore passengers in 2025-26. But despite such a large number, 3.39 crore people remained without tickets. This means that no matter how many trains the Railways has run, the demand is much more.</p>
<p style="text-align: justify;"><strong>Will the problem of ticket shortage end?</strong></p>
<p style="text-align: justify;">Experts believe – No. At least not in the next few years. There are 4 big reasons for this:</p>
<ul>
<li style="text-align: justify;"><strong>Population and migration:</strong> Out of the 13 crore population of Bihar, 4 crore people migrate every year. This means that every year such a large population has to be transported in trains. The population of Bihar alone is more than that of many countries, but the trains are not according to that.</li>
<li style="text-align: justify;"><strong>Increase in waiting list:</strong> In 2021-22, 1.65 crore people could not travel due to waiting. This figure will increase to 3.39 crore in 2025-26. That means every year this number is increasing, not decreasing.</li>
<li style="text-align: justify;"><strong>No difference due to IRCTC&#8217;s change:</strong> IRCTC&#8217;s new website and new ticket cancellation rules will improve the booking experience, but will not increase the number of trains. Under the new rules of ticket cancellation, no refund will be given if the ticket is canceled within 8 hours of departure. With this, people will book thoughtfully, but the shortage of tickets will not reduce.</li>
<li style="text-align: justify;"><strong>Infrastructure Limit:</strong> It takes time to create new trains, new lines and new coaches. Even though 1,024 new trains have been started in the last 5 years, the demand is increasing so fast that it is not enough.</li>
</ul>
<p style="text-align: justify;"><strong>This is not a technical problem, it is a capacity problem.</strong></p>
<p style="text-align: justify;">No matter how fast the IRCTC website becomes, no matter how easy the captcha becomes, no matter how strong the servers become, until the number of trains increases, tickets will not be available. Bihar needs:</p>
<ul>
<li style="text-align: justify;">long distance trains</li>
<li style="text-align: justify;">More coaches in existing trains</li>
<li style="text-align: justify;">More special trains according to festivals and seasons</li>
<li style="text-align: justify;">New rail lines and better connectivity</li>
</ul>
<p style="text-align: justify;">Railways has allocated Rs 10,379 crore for Bihar in the 2026 budget and work is underway to make 17,000 non-AC coaches. There are also plans for Bullet Train and 14 Vande Bharat trains in Bihar. But all these things will happen tomorrow, not today.</p>

Inspector is to be recruited on a total of 1,799 posts. The main written examination was held on 27 May 2026. More than 34 thousand candidates appeared in the main examination.</span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">On the basis of main examination, 10,759 candidates have been selected for PET. That means, according to the vacancies, about 6 times the number of candidates have been shortlisted for the next phase. The cut-off for general category male candidates is 134 marks and that of female candidates is 116.20 marks.</span></p>
<h3 style="text-align: justify;"><strong>Quota of seven transgenders, selection of only seven</strong></h3>
<p style="text-align: justify;"><span style="font-weight: 400;">The most shocking thing in the result of Inspector examination released by Bihar Police Under Service Commission is that there are seven posts of transgenders in the reservation category. Only seven transgender candidates have been successful in the written examination. The physical efficiency test is yet to be conducted. </span></p>

<p style="text-align: justify;">The results of the elections for two Rajya Sabha seats in Jharkhand have raised new questions in the politics of the state. Despite having sufficient numerical strength in the Assembly, India Alliance could not win both its candidates. The election results indicate that there was large-scale cross-voting in this election, which directly benefited NDA-backed independent candidate Parimal Nathwani.</p>
<p style="text-align: justify;">Jharkhand Congress in-charge K Raju alleged that RJD and CPI (ML) betrayed the party, due to which Congress candidates lost the elections. However, there has been no immediate reaction to this allegation from both the parties. All 81 MLAs exercised their franchise in the voting for two Rajya Sabha seats. In the counting of votes, JMM candidate Baijnath Ram got 31 votes and was declared victorious.</p>
<h3 style="text-align: justify;"><strong>Parimal Nathwani got 30 votes, two invalid</strong></h3>
<p style="text-align: justify;">NDA supported independent candidate Parimal Nathwani got 30 votes, out of which two votes were declared invalid. In this way, he won on the basis of 28 valid votes. Congress candidate Pranab Jha got 20 votes, out of which one vote was invalid. In Jharkhand Assembly, NDA has a total of 24 MLAs including BJP, AJSU, JDU and LJP.</p>
<p style="text-align: justify;">Despite this, Nathwani&#8217;s tally of 30 votes is considered to be an indication that he got support from the opposition camp as well. Despite two votes being invalid, he got the required 28 votes to win. On the other hand, the India Alliance has a total of 56 MLAs, which was enough to ensure victory on both the seats. 34 MLAs of JMM, 16 of Congress, four of RJD and two of CPI (ML) are with the alliance. Despite this, Congress candidate Pranab Jha did not get the expected support and had to face defeat.</p>

<p style="text-align: justify;">Political analysts believe that the results of Rajya Sabha elections have once again underlined the tradition of cross voting in Jharkhand politics. Despite having less numerical strength in the Assembly, Parimal Nathwani&#8217;s victory has indicated that political chemistry played an important role in the electoral mathematics. At the same time, the defeat of the Congress candidate has raised new questions regarding coordination and trust within the India alliance.</p>

The notification was issued by the General Administration Department on Thursday (June 18, 2026). According to the list, 21 officers of the Indian Administrative Service (IAS) have been transferred. </span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">Under this order issued under the signature of Government Under Secretary Siddheshwar Chaudhary, District Magistrates (DM) of many important districts including Patna, Nalanda, Muzaffarpur, Bhagalpur, Banka, East Champaran, Rohtas and Gopalganj have been changed. There has also been a reshuffle in the responsibilities of secretaries and board chairmen of many major departments.</span></p>
<h3 style="text-align: justify;"><strong>Anand Kishore got big responsibility</strong></h3>
<p style="text-align: justify;"><span style="font-weight: 400;">Under the new order, senior IAS officer and Bihar School Examination Board (BSEB) Chairman Anand Kishore has now been fully posted as Additional Chief Secretary, Environment, Forest and Climate Change Department. Robert L Chongthu, Principal Secretary, Minority Welfare Department, has been made Principal Secretary, Parliamentary Affairs Department.</span></p>
<h3 style="text-align: justify;"><strong>DM of Patna is the new chairman of BSEB </strong></h3>
<p style="text-align: justify;"><span style="font-weight: 400;">Meanwhile, Secretary of General Administration Department, Mohd. Sohail has been given the responsibility of Secretary of Minority Welfare Department, he will also continue to hold the additional charge of Secretary of General Administration Department and Investigation Commissioner. The biggest change has been seen in the capital, where Patna District Magistrate Thiagarajan SM has now been appointed the new chairman of Bihar School Examination Board (BSEB), along with this he has also got the additional charge of Special Secretary of the Health Department. In his place, Nalanda (Bihar Sharif) District Magistrate Kundan Kumar has been made the new District Magistrate and District Magistrate of Patna. </span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">In the same sequence, Khagaria DM Naveen Kumar has been sent to the post of Special Secretary in the Prohibition, Excise and Registration Department, where he will also hold the additional charge of Secretary in-charge (Prohibition), Secretary in-charge (Information and Public Relations Department) and Managing Director (MD) of Bihar State Beverages Corporation Limited. </span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">With this arrangement, officers like Ajay Yadav and Chandrashekhar Singh will be freed from additional charges. Muzaffarpur DM Subrata Kumar Sen has been transferred and made the Managing Director (MD) of Bihar Medical Services and Infrastructure Corporation Limited (BMICL), due to which Amit Kumar Pandey will be relieved of additional charge. Kumar Gaurav, Additional Executive Director of the State Health Committee, has been given the command as the new District Magistrate of Muzaffarpur.</span></p>
<h3 style="text-align: justify;"><strong>DM of Jehanabad sent to Bhagalpur</strong></h3>
<p style="text-align: justify;"><span style="font-weight: 400;">Director of Social Security Dharmendra Kumar has been made the Chairman of Bihar State Bridge Construction Corporation Limited. Health Department&#8217;s Special Secretary Chhirid Y Bhutia has been appointed as the new District Magistrate of Jehanabad, while the current DM of Jehanabad Alankrita Pandey has been transferred to the post of District Magistrate of Bhagalpur. </span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">Rohtas District Magistrate Udita Singh has now been made the new District Magistrate of Nalanda (Bihar Sharif). East Champaran (Motihari) DM Saurabh Jorwal has been appointed Managing Director (MD) of South Bihar Power Distribution Company Limited, relieving Rahul Kumar of this charge. Now, Agriculture Director Saurabh Suman Yadav has been sent to East Champaran as the new District Magistrate, and the additional charge of the post of Agriculture Director, which fell vacant due to his departure, has been given to Special Secretary of Finance Department, Mukesh Kumar Lal.</span></p>

Sameer Saurabh, Managing Director of Comfed, has been made the new District Magistrate of Gopalganj and Naveen Kumar, Project Director of Bihar Education Project Council, has been made the new District Magistrate of Kishanganj. Director of Primary Education Vikram Virkar will now be the new District Magistrate of Khagaria, while Joint Secretary of the Chief Minister&#8217;s Secretariat Deepak Kumar Mishra has been appointed as the new District Magistrate of Rohtas (Sasaram).</span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">Dr. Preeti, DDC, Jehanabad, has been made the Director of Integrated Child Development Services (ICDS), who has also got the additional charge of Director of Social Security. Apart from this, Chandrima Attri, Officer on Special Duty, Revenue and Land Reforms Department, has been appointed as the new Director of Social Welfare Department.</span></p>
