Uttarakhand has taken a step towards a big success in the field of education. The literacy rate of the state has now crossed 98 percent and all the standards set under the ‘ULLAS’ program of the Central Government have also been successfully met. With this achievement, Uttarakhand is now on the threshold of becoming the sixth ‘completely literate’ state of the country. The state government is preparing to bring a formal proposal in this regard in the cabinet meeting to be held soon.
After the proposal is approved, it will be sent to the Central Government for further action. Once the Centre’s approval is received, Uttarakhand will formally join the list of select states in the country which have the status of a fully literate state.
Minister gave instructions to send the proposal soon
School Education Minister Dr. Dhan Singh Rawat has given strict instructions to the departmental officers in this matter that the proposal should be sent to the government without any delay. On this occasion, he said that the state is now just one step away from this big achievement, and as soon as it gets the green signal from the cabinet, it will immediately be sent to the central government. It is clear from this statement of the Minister that how serious and excited the government is about this goal.
How did this journey happen?
It took a long and well-planned campaign to reach this milestone. According to Dr. Rawat, under the ‘Ullaas’ programme, education of adults in the state was taken as a priority. Under this, not only the focus was on basic education, but people were also provided with essential life skills, employment training and continuous learning opportunities.
Not only the government machinery but also different sections of the society actively participated in making this campaign successful. Many social organizations, corporate companies and aware citizens contributed in taking this campaign forward. Some people even adopted a village and took upon themselves the responsibility of educating the illiterate people there.
The most important thing was that the maximum focus of this entire campaign was placed on those sections who were left behind in terms of education, especially women, Scheduled Caste and Scheduled Tribe people, and those communities where the female literacy rate was less than 60 percent. The effort to connect these deprived sections with the mainstream is what brought the state closer to this major success.

After all, how does one get the status of ‘fully literate’ state?
Under the ‘ULLAS’ program of the Central Government, it is necessary to fulfill certain standards to declare any state fully literate. The main objective of this scheme is to make literate those people above 15 years of age, who were deprived of education due to some reason. According to the rules, when the adult education rate in a state reaches 95 percent or more and the goal of providing education to the illiterate population is completely achieved. Only then is that state officially given the status of ‘fully literate’.
