Hamza Burhan, who was killed by unknown assailants in Muzaffarabad, Pakistan Occupied Kashmir (PoK), was considered one of the masterminds of the Pulwama terror attack. Hamza Burhan alias Arjumand Gulzar was the self-proclaimed ‘Divisional Commander’ of the Dar al-Badr terrorist organization and was present on the radar of Indian security agencies for a long time.
The Government of India had declared him a terrorist under UAPA in 2022. It is said that he was playing an active role in terrorist activities, recruitment and conspiracy of attacks in Jammu and Kashmir. Arjumand Gulzar Dar alias Hamza Burhan alias ‘Doctor’, resident of Kharbatpora Ratnipora, Pulwama, once emerged as the face of ‘religious fight’, but according to security agencies and local sources, he was actually a businessman of terrorism and fundamentalism. According to official documents, 23-year-old Arjumand Gulzar Dar, born in 1999, was the son of Gulzar Ahmed Dar and was considered an associate member of the terrorist organization Al-Badr.
Hamza, who went to Pakistan in 2017 on the pretext of higher education, soon became a part of the terrorist network. It is said that he was active in pushing the youth towards radicalism, recruiting them and connecting them to the arms network. He rapidly expanded his network in South Kashmir and pushed many teenagers onto the path of terrorism. The allegation is that he used to mislead the youth in the name of ‘martyrdom’ and ‘honor’, while he himself was living a safe life in Pakistan occupied Kashmir.
After distancing himself from Al-Badr in 2021, he created a new network named ‘Lone Wolf Warriors’. This organization was accused of conspiring to attack non-local people and Kashmiri Pandits. Security agencies have long considered him as a ‘master recruiter’ of terrorism.

What is Al-Badr?
Al-Badr is a Pakistan-backed terrorist organization, which was banned by the Indian government in 2002. This organization was formed in 1998. Its declared objective is said to be to separate Jammu and Kashmir from India and merge it with Pakistan.
Al-Badr’s headquarters is believed to be in Mansehra, Pakistan, while its camp office is said to be in Muzaffarabad PoK. It has been reported that the training camps of the organization are being operated in Khyber Pakhtunkhwa, Kotli and Muzaffarabad areas of Pakistan.
According to Indian agencies, Al-Badr has close relations with Pakistan’s intelligence agency ISI and Jamaat-e-Islami. Security experts believe that this organization has sometimes been working as a ‘front network’ of terrorist organizations like Lashkar-e-Taiba and Jaish-e-Mohammed.

Terrorist network in Pulwama and valley
Al-Badr is accused of several terrorist attacks in Jammu and Kashmir. The same organization had also taken responsibility for the grenade attacks in Pulwama and Shopian in 2018. The organization is considered active in suicide attacks, arms smuggling and recruitment of terrorists.
In recent years, Indian security forces have killed many of its terrorists, but Pakistan continues to try to reactivate this organization. Now the murder of Hamza Burhan is being seen as a continuation of the ongoing internal fighting and mysterious attacks within this terrorist network.
