<p style="text-align: justify;">The Election Commission has extended the deadline of SIR in many states from Delhi to Karnataka. Now the final voter list in Delhi will be published on October 19. In a letter to the Chief Electoral Officer of Delhi, the Election Commission said that the draft roll of the voter list will now come on August 17 instead of August 5.  Similarly, the process of door-to-door verification will now continue till August 8, which was earlier scheduled till July 29.</p>

After completion of the third phase, the SIR process will be completed in the entire country except Himachal Pradesh, Jammu and Kashmir and Ladakh. <p style="text-align: justify;">In the draft voter list of Manipur, once again the number of women voters is more than that of men. This list was released on Sunday after the completion of &#8216;Special Intensive Revision&#8217; (SIR). Chief Electoral Officer (CEO) Arun Kumar Sinha said after the release of the draft voter list that considering July 1, 2026 as the eligibility date, there are a total of 19,34,399 registered voters in Manipur. These include 9,93,660 women, 9,40,446 men and 293 third-gender voters.</p>
<p style="text-align: justify;">The CEO said that the sex ratio in the draft voter list is 1,057, which is much higher than the national average. 20,442 new voters have been added in the 18-19 age group. Sinha said that after the revision, names of a total of 1,58,677 voters (7.58 percent) were removed due to various reasons. These include 43,000 dead (2.05 percent), 34,740 voters who were not traced or were absent (1.66 percent), 72,473 voters who permanently migrated elsewhere (3.46 percent) and other reasons.</p>

<p>After the construction of 85 new polling stations, their total number in the state has increased to 3,041. After the completion of the claims-objections process and verification, the final voter list will be released on September 6. The CEO said that during this period running from July 5 to August 4, any voter or recognized political party can lodge a claim or objection to include eligible voters or remove ineligible names. He said that its main objective is to include all new and missing eligible voters who have completed 18 years of age by July 1, 2026.</p>
<p style="text-align: justify;"><strong>investigation process started</strong></p>
<p>A total of 60 EROs and 84 AEROs will investigate the claims and objections received within the stipulated time. Also, voters will be able to correct errors in their personal information and register objection to any wrong name in the voter list. Sinha said that the successful completion of this phase is due to the mutual cooperation and collaboration of the District Election Officers (Deputy Magistrates or Commissioners and Collectors) of all the 16 districts, 60 Electoral Registration Officers (EROs), 84 Assistant Electoral Registration Officers (AEROs), 317 BLO Supervisors and 2,956 Booth Level Officers (BLOs) deployed at 2,956 polling stations. It was the result of the help of volunteers.</p>
<p style="text-align: justify;"><strong>role of officers</strong></p>
<p>The CEO said that field representatives of all the 10 recognized political parties (including their district presidents) also actively participated in the process and 6,363 Booth Level Agents (BLAs) were appointed by them. &#8220;At the beginning of the SIR process, there were only 5,003 BLAs in Manipur. The increased number of BLAs reflects the active participation of political parties and their representatives in this important electoral process,&#8221; he said.</p>
<p style="text-align: justify;"><strong>Increased participation of BLA</strong></p>
<p>BLOs contacted all the existing voters door-to-door to distribute the enumeration forms. After this, he made at least three more visits to collect the filled forms. Sinha said the BLA also made special efforts to ensure that no eligible voter was left out. All 2,956 BLOs held coordination meetings with their respective BLAs for field verification of absent, migrated, dead and duplicate voters. Help desks were also set up in the offices of the Chief Electoral Officer and all 16 District Election Officers (DEOs) to assist voters in filling the enumeration forms.</p>

They do not need to go door to door to find out how many people live in the city. This data is automatically obtained from tax, health care and birth-death registers. This is called register-based census. &#8216;Accounting&#8217; is already going on there for every citizen. For example, Denmark and Norway completely follow this system, they do not have any field work for census.</li>
<li style="text-align: justify;"><strong>Teachers are hired to teach:</strong> The government bureaucracy in these countries is so strong and special that they have special staff to collect data. There it is a legal belief that a teacher&#8217;s job is only to teach. In India, Section 27 of the RTE Act states that teachers should not be employed in non-educational work, except in cases like census, elections and disaster relief.</li>

A single phase of voting took place in the state, in which more than 5.73 crore voters will decide the fate of more than 4,000 candidates.</p>

During SIR, names of 1.02 crore i.e. 15.85 percent voters were removed from the voter list of the state and the number of voters came down to 5.67 crore. <p style="text-align: justify;">Special Intensive Revision or SIR is a special intensive revision of the voter list, the purpose of which was to &#8216;cleanse&#8217; the voter list. But a different picture was seen in West Bengal. Many people who were alive were declared dead, some were removed from the voter list by calling them duplicates and some voters were found lacking in their documents. Overall, lakhs of people will be deprived of voting this time. <p style="text-align: justify;"><strong>Question 1: How many names were cut from SIR in West Bengal and what is the breakdown?</strong><br /><strong>answer:</strong> According to the official data of the Election Commission, after the completion of the SIR process in West Bengal, a total of 90.66 lakh to 91 lakh names were removed from the voter list. Initially there were 7.66 crore voters, now around 6.75-6.77 crore are left, i.e. a decrease of 11.6-12%.</p>
<ul>
<li style="text-align: justify;">In the first phase in December 2025, about 58.2 lakh names were removed.</li>
<li style="text-align: justify;">5.46 lakh more were removed between the draft and final list in February 2026.</li>
<li style="text-align: justify;">After the judicial adjudication in April 2026, 27.16 lakh more names were removed. Of these, more than 60 lakh cases were investigated.</li>
<li style="text-align: justify;">Overall 91 lakh names were deleted. Many names were dead or duplicate, but about 27 lakh people were removed even after submitting their documents.</li>

<p style="text-align: justify;">Voters whose names are deleted from SIR in the first phase will not be able to cast their vote, because the Election Commission had finalized and &#8216;frozen&#8217; the voter list of the first phase seats on 9 April 2026. Meaning now no name can be added or removed. Around 27 lakh voters whose cases were still on appeal were awaiting hearing in the tribunal court, but the tribunals were not able to function fully. However, on April 21, the Election Commission added back 136 names out of the 27 lakh whose appeals were accepted.</p>
<p style="text-align: justify;">As a result, those whose names are not there in the first phase will not be able to vote on April 23. A total of 91 lakh voters are affected across the state, hence thousands of voters in the 152 seats of the first phase will also be affected. The Election Commission has not yet released phase-wise separate figures, but it is clear from the total figures that the impact is huge.</p>

<p style="text-align: justify;">There are many elderly voters who have been voting for years, now their names have been deleted. This includes people like 73-year-old Nabijan Mandal, Senarul Haq, who served in the army for 35 years, and Nobel laureate Amartya Sen. According to the recent report of Sabar Institute, scissors were used blindly on Muslim voters in Nandigram assembly seat and the names of more than 95% voters were crossed out. <em><strong>Questions are being raised that Muslims are being cleansed through SIR, but what is the truth? Let&#8217;s understand in the explainer&#8230;</strong></em></p>
<p style="text-align: justify;"><strong>Question 1: What happened in Nandigram? Why are 95% deleted voters Muslims?</strong><br /><strong>answer:</strong> Nandigram is the assembly seat of BJP leader Suvendu Adhikari, where his victory over Mamata Banerjee in 2021 was by a margin of just 2,000 votes. Here a total of 2,826 names were removed from the supplementary list of SIR (first 7 lists). Of these, 2,700 are Muslims, i.e. 95.5%. The Muslim population in Nandigram is only 25-26%, in 2021 there were about 68,000 Muslim voters out of the total 2.57 lakh voters.</p>
<p style="text-align: justify;">Kolkata-based research organization Saber Institute analyzed the ECI data and presented this figure. The organization&#8217;s researcher Sabir Ahmed says that this rate of deletion of Muslim voters is worrying. This shows the political agenda in the SIR process, which is to clear Muslim names to benefit one party.</p>

<p style="text-align: justify;"><strong>Question 2: Is this pattern only in Nandigram or is the situation the same in entire Bengal?</strong><br /><strong>answer:</strong> There is a case of disproportionate deletion in Nandigram, but the data of the entire state is different. According to ECI data, out of the total 90 lakh removed names, 63% (57.47 lakh) are Hindu and 34% (31.1 lakh) are Muslim. According to 2011 census data, the Muslim population in Bengal is 27%, hence their share of Muslims is slightly higher, but the number of Hindus is the highest.</p>
<p style="text-align: justify;">Deletions were more in Muslim-majority districts like Murshidabad, Malda and North 24 Parganas. 4.5 lakh in Murshidabad, 3.2 lakh in North 24 Parganas. Even in seats like Bhawanipur and Ballygunge, there were more Muslims in the survey. Sabar Institute had earlier found more Muslim names in the &#8216;logical discrepancy&#8217; list in four seats in Kolkata.</p>
<p style="text-align: justify;"><strong>Question 3: So are Muslims being targeted?</strong><br /><strong>answer:</strong> According to Sabar Institute and media reports, Muslims are more affected in sensitive areas like Nandigram. Poor laborers, migrants and marginal families were affected in many Muslim areas. TMC Chief Mamata Banerjee is calling it an &#8216;attack on minority voters&#8217; and &#8216;electoral genocide&#8217;.</p>
<p style="text-align: justify;">AJUP&#8217;s Dr. Mir Hasnat says that the ratio of Muslims in the investigation was 5:1, but the ECI had told the Supreme Court in December 2025 that the allegations of &#8216;mass deletion&#8217; are &#8216;false, exaggerated and political&#8217;. Army pensioner Noorul Islam&#8217;s name was lost in Malda&#8217;s Jhotkabeel, even though passport and PPO book were proof.</p>
<p style="text-align: justify;"><strong>Question 5: What is the politics behind deleting the names of Muslims under the guise of SIR?</strong><br /><strong>answer:</strong> TMC is calling this SIR a weapon of BJP. There was a huge uproar against this in the entire state, so much so that Chief Minister Mamata Banerjee sat on a strike and the matter reached the Supreme Court. On the other hand, BJP is calling it the process of removing &#8216;black votes&#8217;, which will strengthen democracy. Congress and other small parties are also standing with TMC in this matter.</p>

<p style="text-align: justify;">A huge decline has been recorded in the voter list in many Muslim-dominated assembly seats of Uttar Pradesh. On comparing the final voter list of April 10, 2026 with the pre-SIR list of October 27, 2025, it was found that the number of voters in these areas has decreased more than the average. Especially in some areas of Saharanpur, Muzaffarnagar, Meerut, Moradabad, Rampur, Bareilly, Badaun, Shahjahanpur and Lucknow, this decline has reached 15 to 29 percent.</p>
<p style="text-align: justify;">The maximum decline was 28.88 percent in Lucknow Central, 27.79 percent in Meerut Cantt, 25.95 percent in Bareilly Cantt, 25.80 percent in Arya Nagar Kanpur, 25.10 percent in Bareilly and 24.32 percent in Shahjahanpur. Apart from these, a decrease of 23.19 percent was seen in Meerut South, 21.81 percent in Aligarh, 21.87 percent in Bahraich, 18.73 percent in Moradabad Rural, 18.86 percent in Chandausi, 18.54 percent in Rampur and 18.10 percent in Badaun. Voters also decreased by 18.60 percent in Lucknow West and 15.99 percent in Saharanpur Nagar. A decline of 16.10 percent was recorded in Muzaffarnagar. There was a decrease of 2,27,255 (14.47) voters in Sambhal.</p>
<p style="text-align: justify;">29270 votes have decreased in Swar, 19,146 in Kundarki, 1,22,263 votes in Amroha. In Khalilabad 61,496, Tanda 30,692, Sisamau 50558 votes have decreased. There has been a decrease of 35880 voters in Pilibhit and 106061 voters in Shahjahanpur. There has been a decrease of 29678 voters in Nagina and 27319 voters in Asmoli. With this, Gangoh 46072, Meerut South 118280 voters have decreased. Apart from this, votes have decreased by 22574 in Nauganwa Sadat, 24541 in Kairana, 24181 in Thakurdwara.</p>

<p style="text-align: justify;">All these seats fall in areas where the Muslim population is much higher than the state average. In Western Uttar Pradesh, Rohilkhand and some other areas, the number of Muslim voters ranges from 30 to 50 percent. Muslim voters have been playing an important role in influencing the election results in many seats in these areas.
